How can I create custom report - Number of cases agency by reported year

I am trying to create a report to have a year-by-year reported/identified number of cases by the agency in the customized report function. I could not find any date field in the group by row and column function. I need the following data table. Kindly let me know how to create this report.

For the agency by year, that isn’t currently possible to do a report by year but we are moving the database to SQL this quarter and once this is done you will be able to do a report that looks like the one you have shared. At this moment, the only way to create a report like this is to apply filters for each year and export the data to CSV.
