Managers are not able to click into parts of the "Cases to Assign" dashboard

When managers go to their dashboard, they are unable to click on the bottom row of the “Cases to Assign” dashboard.

Steps to reproduce:

  1. Login as a CP Administrator. Go to any case and assign it to a CP Manager
  2. One day later, login as a CP Manager. Go to the home page and scroll down to the “Cases to Assign” dashboard. Note that in the bottom row, for overdue cases to assign, you see a number representing the number of Cases you own, but you cannot click on it. NOTE: The reason you have to wait for a while after assigning the case to the CP Manager, is that the bottom, unclickable row is specifically for cases you have owned for more than three hours.
